State Noncredit Curriculum Development guidelines and standards are described in the California Community Colleges Chancellor’s Office’s Program and Course Approval Handbook or PCAH.

Noncredit courses are classified into ten legislated instructional areas (nine defined in Ed. Code § 84757 and the tenth is defined in CCR, Title 5, § 55151). The placement of a course in a given instructional area is driven by the course objectives and target population to be served. (PCAH 7th edition; page 111)
The 10 instructional areas are:
- English as a Second Language
- Immigrant Education
- Elementary and Secondary Basic Skills
- Health and Safety
- Substantial Disabilities
- Parenting
- Home Economics
- Courses for Older Adults
- Short-term Vocational Programs
- Workforce Preparation
Only for brand new courses or programs


Your classified curriculum team strongly suggests you build your new course/program on a word or google doc then transfer the information into the curriculum software.

Modifications are started off of Active records. If the Modify button is missing, a proposal has already been started.

Your CAC division representative is your best resource for assistance
The clone button is used to create a brand new course from an existing course. The most common example would be creating a new honors course.
